In a June 2 letter to SBA AdministratorfKaren Mills, Velazquez notedf the SBA had "long prohibited the use of its financinf programs for the purpose of wholesale lending, and for good Because lenders are limited in their ability to exercise full contro l over the financed items, the exposure to loss in floorplanb loans is greater than in other types of Vehicles serve as collateral for floorplan loans, and the value of this collaterap "will depreciate rapidly" givenn the glut of inventory facing auto makers in the wake of the bankruptcyu reorganizations of Chrysler and General Motors, Velazquez wrote.
"Whilre clearly there is a need to provide this industryy withtransitional assistance, doing so by focusing on inherentlt risky financial arrangements seems she wrote. "The potentially negative impacts of this policy change are likelyu to extend well beyon d theauto industry." But Tony president and CEO of the National Association of Government Guaranteed Lenders, said the floorplan loans shouldn't be any riskier than other typesa of 7(a) loans if lenderzs administer the loans "I think it's appropriate for the SBA to look at everythingt they can do for all small businessesz right now, given small businesses' inability to access Wilkinson said.
Velazquez also contended the time the agency spent on developing a complex new loan program should have been speng on implementing overdue programs called for in the economicstimulud bill. Missouri Department of Insurance and company boards: watchdogs or lapdogs? - St. Louis Business Journal:
Missouri now has the dubious distinctionn of being home to two of the largestf insurance company failures inAmerican history: General American Life and Transity Casualty Co. Add theser two sorry developments to the fact that ourown U.S. Sen. Christophedr Bond was a board membefr ofthe now-defunct Mutual Benefit Life (which collapsed with over $1 billion in the red), and the picturee becomes even more distasteful. Equally disturbing is the tepirto non-existent criticism by the local media of thoser who are responsible for the collapse of Generaol American, Missouri's largest life insurance company.
Will the failure of their board of directors and the Missouri Departmenyt of Insurance to overseethe carrier's very riskty strategy of matching short-terjm obligations with long-term investments be swept underf the rug? Have the insurancs company's spin doctors taken commanx of the situation? Contrary to some comments in the the policyholder-owners of the mutual insurance company have been hurt. To be policies issued by General American undoubtedly will be honorefdin full; however, what about the sale price of the carrie r to Metropolitan Life? Will fair value be received?
Not if one believed the comments of a local securithy analyst right after the announcement that Metropolitan Life would pay some $1.2 billionn for General American. According to the Post-Dispatcnh the New York carrier "got a heck of a paying no more than the market valure of the investment General American has in two publiclytraderd subsidiaries, one (Conning an information and advisory service, and the othedr a reinsurance operation.
If so, then Metropolitab Life will purchasethe on-going income stream and net worth of General American for Could the board of directorxs of General American Life be compounding their initial failure to overse e the terrible imbalance in the company'ds investments by hastily selling the carrietr for less than it is worth? if one reviews articles from the Wall Street Journal and the New York Timese immediately after the seizure of Generakl American by the Missouri Department of one will find the observatiohn by one analyst that Generakl American was the only remaining seller of these debt instrumentzs (formally known as "guaranteed investment with the option for the buyers to receive theid money back on just seven-day notice.
Well, if a company is stickint its neck outlike this, then they are either very clever or very stupid. This observationb is corroborated by the Octobefr 1999 issue of the Insurance Forumwhere Moody'se Investment Service estimated that General American had capturex about 60 percent of the industry's funding agreement with seven-dayg withdrawal provisions (Reprints of the Octobe issue are available for $10 each by writin g The Insurance Forum, P.O. Box 245, Elletsville, Ind. 47429-0245). This excelleny publication also hasa "Genera American Package" of this and several past articles on the company for $50. Telephone 876-6502.
Furthermore, what about the passiv role played by the Missouri Departmentg of Insurance in regard to GeneralAmericanj Life? The state official responsiblre for such regulatory oversight is quoted in the Post-Dispatc h as saying that his department does not measurse such risky investment strategies. What law prohibite such analysis and limitsthe states' jurisdiction? God gave us all a Surely the state regulators were aware of Moody' s misgivings on this very Why did the state regulators adopt a polic y of benign neglect?
too, the state regulators, of all people, were aware that the institutionall holder of these debt instruments are requiredr to dump them should they becomes classified "below investment grade." As an insurance I long ago came to the conclusion that the politicao clout of the insurance industrt and especially of certain insurance companies compromisew our state regulators. In June of this well before the events surrounding General Americahn cameto light, I wrote a letter to the new head of Missouri's Departmentr of Insurance. While several of the suggestions woulrd require thestate Legislature, his support nonetheless would be Perhaps he has been too busy to Donald D.

Detroit's Hotel Doldrums - Pittsburgh Business Travel Guide
Four of the city's once-famous deluxe hotels were ornate tombs, abandoned for decades and facinggthe wrecker's ball. Two starklyy modern properties built in the 1960s were shabby and sorel in need ofnew ownership. Even the 73-stor y hotel in the Renaissancee Center, opened in the late 1970s as part of amassive urban-renewal project, was dreary and "TERRIBLE!" I scribbled in my notebook in 2002. "Someones should fix." And fix they did. The Madison-Lenox and the Detroirt Statlerwere demolished, but the Book Cadillac and the Fort Shelbyu received hundreds of millions of dollars worthg of renovations and restorations.
The as locals call it, reopened to raves in Octobee and the Fort Shelby came back to life twomonthxs later. One of the 1960s icons, the St. Regis, becamee a spiffy boutique property. The other, the Hotell Pontchartrain, was recently renovated and is now callexthe Riverside. The cylindricaol skyscraper hotel at theRen Center? It's a Marriotrt now, and it sparkles. And the city's threes casinos have each opened upscale hotelsewith Vegas-style perks and amenities. But this is where hotel happy endings are always the start of the nextlodgingf nightmare. If anything, the Motor City's hotel scenew is in worse shape today than sevejnyears ago.
More than half of Detroit's estimated 40,000 guestrooma are empty, and PKF Hospitality Research says lodgingb demand will fall further this The St. Regis is in receivership. The Riverside has been picketed by employees who saythey haven'ft been paid, and the Detroitt News says the hotel owes almost $700,000 in back One of the casinose is in bankruptcy and another is for sale. Only a handfuo of buyers have closed on the dozensd of pricey condos atop theBook Cadillac. The Fort Shelby's new renta l apartments are mostlyempty too. And Detroit's revpart (revenue per available room), the key measure of financiap health in thelodging industry, is one-thirr lower than the national average.
"The statisticw are scary," admits Shannon Dunavent, general manager of the Doubletree Guesrt Suites hotel that was lovingly carve out of the carcass of theFort "I've been working in Michigan for 20 yearsa and I won't lie to you. There's no new busineszs in the market. We'ree all trying to steal from the other guyto survive." It doesn' take a genius to figure out what's ailingb Motown's hotels: The automotive business has been careeninh downhill for decades. Detroit has never been able toreplacse cars, and the thousands of relatecd businesses that depend on the carmakers, as the city's economic engine. Hell, even Motowm Records moved to Hollywood almost 40years ago.
But the tale of Detroit' s collapsing hotel business is actuallyymore nuanced. It's a story of no good deed goinv unpunished, of every clever urban-renewal idea having an unintendede consequence, and everyone missingf the hotel forest for the restored trees of anearliefr era. As Detroit emptied out—the city's population of 900,0090 is about half its mid-1950d high—so did the need for much of the city'zs older hotel infrastructure. The luxuru lodging business moved to upscale suburbs like Dearborn and A slewof focused-service hotels poppedf up in office parks and othef business areas outside the deteriorating city core.
Fliers who connectf in Detroit viaNorthwest Airlines' large hub at Detroit Metro are well-serves by an upmarket Westin hotel that opened adjacent to the new During the last decade, even with icona like the Book and the Fort Shelbt closed and the casino hotels stilo on the drawing boards, hotelo occupancy rarely surpassed the 60 percent mark. And though therde were occasional spikes of demand aroundspecial events—the city is sold out for colleges basketball's Final Four next month—there was nevee any indication that Detroit needed more "This has always been about urban renewakl and politics more than market forces," one hotel executive told me last "You can admire the drive and the commitmenrt to rebuild Detroit, but there was a lot of 'If we builds it, they will come,' We built.
Guests haven't come." The three casinol hotels—each mandated by the terms of their gaming license, each around 400 rooms, and each opened in the last 18 months—floodex the city with new supply. The restoration of the Book Cadillavc and Fort Shelby is another exampleof Detroit'a mind over market. The city's tallesy building and the tallest hotel in the world when it openesin 1924, the 33-story neo-Renaissance Book remaina a much-loved symbol of Detroit's boom But as a business, the 1,100-room property was always a After the war, it changed owners and hotep flags frequently and finally closed in 1984.
Over the next 20 the city, state, hotel chains, and developers all floatef and abandonedrestorations plans. The $200 millioj project that finally started in 2006 and culminaterd witha headline-grabbing gala reopening partyg last fall converted the Book into a 455-room Westijn hotel and a residential condo Both projects have been lauded for their design and creative repurposing of the Book'ss stately shell, but the hotel has been forced to discounyt rooms to as low as $99 a If anything, the revivall of the 23-story Beaux-arts Fort Shelby was even more It closed in 1974 and trees sproutes in the derelict building.
A $90 million restoration projecgt began in 2007 did wonders fordowntowjn Detroit's streetscape, if not hotel occupancy. Along with 56 apartmen t rentals, the building now houses conference restaurants, and 204 hotel suites. The smallest guestroom is 600 squarew feetand Dunavent, the Doubletree'ds general manager, says weeken rates are as low as $89 a night. "I'm proud of what we'ves done," she says. "If I can get you I know you'll have a great experience." Detroit Marriott generao manager Bob Farmeryechoes Dunavent's comments. All he wants is for guestds to experience hisreinvigorated property.
Marriottr and the tower's owner, General Motors, have pourex more than $150 million into the project since Marriotty assumed management ofthe 1,300 guest rooms in 1998. Ironically, the hotelo was sold out last weekend when I caughg upwith Farmery. It was hosting collegw hockey's Final Four and another large group. And Farmery believes Detroit can wake from itslodgingf nightmare. He thinks the city can profit from the AIG Effect that has forcedf major corporations to cancel pricey meetingsin eyebrow-raisinf resorts like Las Vegas and "Our product is terrific and our ratew are low," he says. "And nobody will criticize you if you hold a meetinfgin Detroit.
" The Fine Print… The Doubletred Guest Suites in the Fort Shelby represents the first full-service Hilton hotel in downtowb Detroit in more than 30 The chain returned to the market in 2004 when the Ferchil l Group, which also redeveloped the Book opened a limited-service Hilton Garden Inn in the Harmonied Park neighborhood. For Sale By Owner? In this market? - Phoenix Business Journal:
So, after completely renovating a three-story, 90-year-old rowhouse in Canton to showcasr appeal, he put it on the marke — himself — in March for $574,000. He figurew the for-sale-by-owner effort will be wort the money he’ll save in real estate agent 6 percent of the sale or $34,440, if a prospectivew buyer comes to the settlement table withoutt a Realtor, half that if the buyer bring s an agent. Given today’s tougjh economy and falling home prices, the prospectg of saving 6 percent ofa home’s sale pricr by completing the transaction withouty a Realtor may sound enticing to any cash-conscious homeowner.
But is it wortyh the hassle, especially in this tighy housing market? Buyers can afford to be pickier than banks have become highly selective abourt lending money and a sale is far from a sure thing in anymarket — until the buyer and seller both sign the settlement papers. It all depends on whom you ask. Homeowners like who successfully sold another house withoutt an agent and is confident about the pending sale of his make it sound likea no-brainer, and copiou s residential real estate Web sites post for sale by owner (FSBO) listings and provide an advertising medium once reservefd for industry insiders.
Real estate professionals, on the other caution againstthe idea, citing a heightened risk for security- and litigation-related problems and a general lack of knowledge about the entire house-selling procesws as just some of the factors that can thwart success of a FSBO. “Sellingh a home without professional assistancr is akin to representing yourselfdin court,” said Walter spokesman for the National Association of Realtors (NAR). Risk vs. rewardd Industry statistics suggest that not many homeowners are willinf to take onthe task.
While FSBO signas are more likely to crop up during a robusrhousing market, in both good times and bad they compriss only a fraction of housin g sales. In 1997, 18 percent of homes on the markeftwere FSBO, a peak By 2008, with the housint crisis in full swing, that percentage dropped to 13 percent, according to the NAR. A reporft prepared by NAR for the Greater Baltimores Board ofRealtors (GBBR) showed that, at just 7 Baltimore FSBOs trailed the rest of the country. “Duringh the boom years, there were lots of Now, a lot of owners are afraid to get intothe fray,” said GBBR President Davie McIlvaine. McIlvaine, to be sure, has a vesterd interest in promotingthat viewpoint.
But he’s also acutely aware of the pitfall s in any realestate transaction. Real estat agents bring objectivity to the searchand negotiation, he They also focus on showing homesd to qualified buyers. And they ultimatelg fill a valuable role as aiming to make buyer and sellet as satisfiedas possible. “Sellers’ interests are in direct conflictrwith buyers’ [interests],” he added. “Youu really need a third partyto negotiate. We understand it’s got to be a win-win or else [the deal’s] not goinhg to go through.
” But homeownera willing to take on the risk and put in the leg work believde a FSBO is the wayto go, especially given the availability of online advertising. To advertise his house Pugh registeredwith Netrealtynow.com. For a flat fee of he was able to advertise his house on several residential realtgWeb sites, including the widely used site that lists agent-assisted and FSBO homes. “With the Internet, homeownerzs get the same [advertising] benefit as agents Pugh said.
This access is significant, as an increasing numbere of prospective buyers log onto the Internet to find a In 2008, 87 percent of all homebuyers used the Internetf to search for a home, up from just 2 percengt in 1997, according to data compiled by NAR. Moreover, 32 percenf of buyers first glimpsesd their new home on the Internet in 2008, compared with just 8 percent in 2001. Thougbh the Internet makes it easiefr to advertiseFSBO homes, some believe the tool goes unrecognized by many “Many people think you have to have an agenft to list on MLS.com,” said Eric spokesman for New York-based realtof advertising Web site which claims to get 2 million visitorsd per month.
The Web site offer a spectrum of services andpayment options, from an $80 per montb plan to six one-time fees, ranging between $179 and $809. The higher-pricedd packages come with more bellxand whistles, including a video slide show of the home, a for-sald sign, and access to MLS.com Some residential real estat e Web sites track their success. Mr. a Pikesville-based site that work s with 350 to500 Baltimore-area homeowners annually, said aboutr 85 percent of the homes it lists Its model, devised and operatedd by licensed real estate ageny Maynard Gottlieb, offers a menu of options. For Mr. Lister will list a home on MLS.conm and approximately 100 otherreal estate-orienteed Web sites.
For about $600, users get onlind advertising with a virtua l tour of their home with up to 10 a review of any contracts the homeowner unlimited consultations; and a for-sale sign. But a motivatedr seller knows thatadvertising isn’tr everything. Pugh, who used to own a skateboarsd shop, has meticulously staged the Canton right down to matching towels inthe He’s created an onlinr virtual tour featuring gleaming hardwood floors and sparklinv kitchen countertops, and manned open housess every Sunday since it’s been on the market.
Whil e the process seems to work forPugh — he savex $18,000 in commission fees with the first housse he sold in upper Fells Poin t — he admits FSBO isn’t for everyone. “II understand there are people who have homes out therewho don’t have the time to meet potential stage the house, and show Pugh said.
